In this newsletter, you will find an update on the two new working groups that have been established by EENA in 2010 - the EENA 112 Operations and the EENA 112 Education Committees. We are also delighted to announce that the EENA 112 Emergency Services Staff Network now gathers 400 representatives from 38 countries!
You will also learn more about EENA's advocacy to support the deployment of the Next-Generation 112. An update on the REACH112 project as well as EENA's events of the second semester is also included in this newsletter.

112 Operations Committee: update and next step

The 112 Operations Committee aims at:
• Creating a set of recommendations to be published on EENA website that could serve as guidelines for EU emergency services and relevant authorities
• Stimulating sharing of best practices among EU emergency services
• Reviewing the different 112 models in Europe
• Reviewing international emergency services operational documents (e.g. NENA documents)

From March to June 2010, 16 national 112 systems were presented responding to a set of detailed questions. During the first semester 2010, the following national 112 systems were presented: Austria, Belgium, Bulgaria, Estonia, Finland, France, Hungary, Ireland, Lithuania, the Netherlands, Poland, Portugal, Romania, Spain, Sweden, United Kingdom. Other national 112 systems presentations will also be made during the second semester.
At this time, a matrix summarising data on 112 systems is being built and a list of topics for which guidelines and performance indicators will be defined in sub-committees is also being discussed.

112 Education Committee: update and next step

There are still 75% of European citizens who are not aware about 112. The 112 Education Committee aims at promoting the knowledge and appropriate use of the European Emergency Number "112" in Europe by:
• Gathering 112 representatives in charge of promotion, education and awareness in a single platform
• Stimulating and sharing "Best Practices" among European emergency services and national/regional authorities (conference calls and mailing list);
• Creating a database of best practices to be published online.

The 112 Education Committee held its first conference call on 6 May 2010, aiming at sharing best practices to prepare summer campaigns on 112.  Romania, Spain and the 112 Foundation's presentations are available below.

The next conference call will be held in September, including a review of summer campaigns and the organisation of activities for the European 112 Day 2011.

112 Emergency Services Staff Network (112 ESSN)

The EENA 112 Emergency Services Staff Network is the European platform for emergency services and public authorities' staff involved with managing emergency calls. This network facilitates sharing of knowledge and experience among members who are also actively involved in other EENA committees. In July 2010, the 112 ESSN gathers 400 individuals from 38 European countries.

EENA responded to the EC consultation on Universal Service Directive & Broadband

In March 2010, the European Commission launched a consultation on Universal Service principles in e-Communications in view of submitting a new proposal for the modification of the Universal Service Directive. EENA's response has been extensively discussed with EENA Advisory Board and 112 ESSN members. It is available here below.

Update on REACH112 project

The REACH112 project is a three-year project gathering 22 partners from all over Europe that started in July 2009 and that is partially funded under the ICT Policy Support Programme (ICT PSP) as part of the Competitiveness and Innovation Programme by the European Community. It intends to improve communications between people with disabilities and make 112 accessible to all using Total Conversation. The project is also a contributing to the deployment of some Next-Generation 112 (NG112) services since it is testing and validating IP-based access to emergency services using international standards. IETF-ECRIT requirements are being followed, thus REACH112 uses SIP (Session Initiation Protocol), CAP (Common Alerting Protocol) and LoST (A Location-to-Service Translation Protocol).

EENA attended NENA 2010 Conference

Gary Machado attended NENA 2010 conference in Indianapolis, USA. The purpose of his participation was to share experience with US 911 stakeholders and to update them with the developments pertaining to 112 in Europe. Trends on projects and developments across the EU were introduced and REACH112 was extensively discussed and presented, raising the interest of several 911 accessibility leaders.

The Baltic Roundtable on 112 - 10 September 2010 - Vilnius, Lithuania

The Baltic Roundtable on the 112 will be held on 10 September 2010 in Vilnius, Lithuania. It is organised by the Lithuanian Emergency Response Centre and the EENA, with the support of the Emergency Response Centre of Estonia and the State Fire and Rescue Service of Latvia. The debate will allow Estonian, Latvian and Lithuanian stakeholders to discuss emergency calls handling issues and to benefit from European and international experience.

The 112 Awards Ceremony - 8 November 2010 - Brussels, Belgium

The 4th edition of the 112 Awards Ceremony will be held under the patronage of the Belgian presidency of the EU on 8 November 2010 in the "Palais d'Egmont", Brussels. The 112 Awards Ceremony intends to recognise and congratulate individuals and organisations particularly engaged in improving and promoting the European emergency number 112. Every individual and organisation, which show evidence of extraordinary behaviour and/ or results and / or achievements in categories such as Education on 112, Emergency Service Integration or PSAP Initiative can submit a testimony and apply for a 112 Award. The selection is ensured by members of EENA's Advisory Board and 112 Emergency Services Staff Network. The 112 Awards Ceremony will be attended by several high level political personalities, representatives of EU Institutions, emergency services and solution providers.
